在当前国家水网建设加速推进与极端天气事件多发频发双重背景下,传统水库运行管理模式正面临挑战:点多面广监管难、预报预警不精准、基层履职不到位、管理碎片化.山东省作为全国首批现代化水库运行管理矩阵建设试点省份,以水利部"四全、四制(治)、四预、四管"框架为指导,通过强化省级统筹、深化技术集成、推进机制创新,构建了覆盖全省5524座水库的运行管理矩阵平台.该平台采用"一级建设、多级应用"集约化架构,深度融合"天空地水工"一体化监测感知网络,实现预报、预警、预演、预案闭环管理.经过近两年汛期实战应用,洪水预报能力显著提升,洪水预见期延长至7~10 d,超汛限预警至责任人响应时间压缩至30 min以内.本研究系统总结了山东省小型水库现代化管理的可复制经验,明确以技术赋能推动管理变革,为全国水库现代化管理,特别是面广量大的小型水库矩阵建设提供了可落地的实践参考.

Against the dual backdrop of accelerating national water network construction and the increasing frequency of extreme climate events,the traditional reservoir operation and management model is facing challenges:fragmented supervision across vast and diverse locations,imprecise forecasting and early warning,inadequate grassroots performance,and management fragmentation.As one of the first pilot provinces in China for modernized reservoir operation and management matrix construction,Shandong Province,guided by the framework of"four comprehensives,four systems(governance),four preparations,and four managements"by the Ministry of Water Resources has built a provincial-level operation and management matrix platform covering 5524 reservoirs across the province by strengthening provincial-level coordination,deepening technology integration,and promoting institutional innovation.This platform adopted an integrated architecture with"one-level construction and multi-level applications",deeply integrating a"space,sky,ground,water and project"monitoring sensing network to achieve closed-loop management in forecasting,early warning,rehearsal,and contingency planning.After nearly two years of practical application during the flood season,the flood forecasting capability has been significantly improved,and the flood forecast period is extended to 7-10 days,while the response time from the issuance of an alert for exceeding the flood control limit to the action of responsible personnel is reduced to less than 30 minutes.This study systematically summarizes replicable experiences in the modernized management of small reservoirs in Shandong Province.It clearly emphasizes leveraging technology to drive management transformation,providing actionable practice references for the modernization of reservoir management nationwide,particularly for the matrix construction of small reservoirs that are numerous and widely distributed.
