集中带量采购模式下医用耗材管理的创新实践OA

[Objective]To address issues such as insufficient precision in medical consumables management and lagging supervision during the implementation of centralized volume-based procurement policies.[Methods]Taking a public hospital as a practical case,this study systematically analyzed pain points in the entire process of volume-based procurement and innovatively established a"system-file-monitoring"trinity management framework.Through three key measures—standardizing item selection through"the seven-step method",optimizing internal material file fields,and developing customized monitoring reports—it achieved standardized control across the entire chain from item screening to agreement submission and execution supervision.[Results]The system reduced report generation time for volume-based procurement from one working day to under one minute,eliminated data statistical errors,significantly improved supplier compliance rates,and effectively resolved issues of"same name but different specifications or same product but different codes"in consumables information,providing reliable data support for diagnosis related group(DRG)/diagnosis-intervention packet(DIP)payment reform.[Conclusion]By leveraging refined system design and information technology tools for management innovation,it effectively tackled challenges such as data complexity and weak supervision in medical consumables volume-based procurement,offering replicable and scalable practical models for healthcare institutions to efficiently implement volume-based procurement policies.
