Since the implementation of the Cosmetics Supervision and Administration Regulation,the filing management model for general cosmetics in China has undergone significant adjustments.Clarifying the logic and requirements of filing management under the new regulatory framework is of great practical significance.This article systematically reviews the historical evolution of filing management for general cosmetics,analyzes the core procedures and key links of filing work under the current regulatory system,and thoroughly explores the necessity of filing management in source governance,flexible governance,and guiding the high-quality development of the industry.In response to current challenges in filing management,such as limited regulatory resources and inconsistent regional standards,this article proposes optimization measures including classified and graded management,closed-loop management,unified regulatory standards,and strengthened training and guidance,aiming to provide theoretical references and practical guidance for standardizing the filing management of general cosmetics,enhancing regulatory efficiency,and promoting the high-quality development of the cosmetics industry.
