基于"创新能力—质量—实效—贡献"导向的应用研究和技术开发类人才评价体系构建OA
Research on the Construction of a Talent Evaluation System for Applied Research and Technological R&D Talents Based on the Orientation of"Innovation Ability,Quality,Effectiveness and Contribution"
应用研究和技术开发类人才是连接基础研究与产业实践的核心纽带,构建科学合理的评价体系对于激发人才创新活力、推动科技成果转化、服务国家战略需求具有重要意义.文章以"创新能力—质量—实效—贡献"四大导向为引领,结合应用研究和技术开发类人才"以实物成果为依托、聚焦技术落地与产业价值实现"的学术活动特征,综合运用理论梳理与层次分析法(AHP),构建一套包含目标层、准则层、子准则层、指标层4个层级的评价体系,涵盖4项一级指标、12项二级指标和36项三级指标,并通过专家论证与一致性检验确定了各级指标的权重.研究结果表明,在一级指标中"创新能力"权重最高(0.385),其余依次为"质量"(0.250)、"实效"(0.217)、"贡献"(0.147),符合该类人才"技术创新—成果质量—落地实效—价值贡献"的产出逻辑;二级与三级指标进一步细化了各维度的核心评价要点,为量化评估提供了可操作依据.基于此,完善应用研究和技术开发类人才评价机制,应深化分层分类分时评价,强化国家使命与产业价值导向,推进数字化技术深度融合,推进科技人才评价改革.
Applied research and technological R&D talents are the core link connecting basic research and industrial practice.Constructing a scientific and reasonable evaluation system is of great significance for stimulating talent innovation vitality,promoting the transformation of scientific and technological achievements,and serving national strategic needs.Guided by the four orientations of"innovation ability,quality,effectiveness and contribution",combined with the academic activity characteristics of applied research and technological R&D talents"relying on physical achievements,focusing on technology implementation and industrial value realization",this paper comprehensively uses theoretical combing and Analytic Hierarchy Process(AHP)to construct an evaluation system including four levels:target layer,criterion layer,sub-criterion layer and indicator layer,covering 4 first-level indicators,12 second-level indicators and 36 third-level indicators,and determines the weight of indicators at all levels through expert demonstration and consistency test.The results show that among the first-level indicators,"innovation ability"has the highest weight(0.385),followed by"quality"(0.250),"effectiveness"(0.217)and"contribution"(0.147),which is in line with the output logic of"technological innovation-achievement quality-implementation effectiveness-value contribution"for such talents;the second and third-level indicators further refine the core evaluation points of each dimension,providing an operational basis for quantitative assessment.Based on this,to improve the talent evaluation mechanism for applied research and technological R&D talents,we should deepen hierarchical,classified and time-phased evaluation,strengthen the orientation of national mission and industrial value,promote the deep integration of digital technology,and advance the reform of scientific and technological talent evaluation.
