Impact of low-carbon city pilot policy on low-carbon consumption behavior:evidence from the China Individual Low-carbon Consumption Survey

低碳城市试点政策以形成低碳消费模式为主要目标之一,是推动经济社会低碳转型、培育绿色新质生产力的重要政策.然而,现有针对低碳城市建设的消费侧影响评价,大多基于城市层面数据进行分析,基于微观居民个体层面数据的讨论较少,针对个体特征、城市特征等更深层面的分析还十分有限.该研究基于中国社会科学院中国居民低碳消费调查数据库,构建了中国居民低碳消费指标体系,全面度量个体层面的低碳消费水平,从微观视角研究低碳城市建设对居民低碳消费的影响.结果表明:①低碳城市试点政策对于低碳消费具有显著的正向效应,且随着时间推移其成效日益凸显;从行为类别来看,其对"用"和"行"的促进作用相对更高.②低碳城市试点政策对环境规制强度较高地区、非农户口居民、高收入居民和高学历居民的低碳消费促进作用更大.③从低碳需求和低碳供给双重维度进行理论分析与实证检验,发现低碳引导、低碳激励和低碳供给是低碳城市试点政策影响低碳消费的重要渠道.其中,低碳引导通过强化居民低碳责任意识和提升居民低碳素养来施加影响.基于此,建议在总结试点经验基础上有序扩大试点范围,持续完善低碳城市建设的长效机制;从行为类别、居民个体、地区等层面差异化施策,以精细化举措促进低碳消费;强化低碳引导、低碳激励和低碳供给的协同作用,形成合力促进低碳消费.该研究立足微观个体低碳消费行为实践,为深化低碳城市建设的低碳消费成效提供了基础数据、研究框架和政策启示.

The low-carbon city pilot policy,with establishing low-carbon consumption patterns as one of its primary goals,is a critical instrument for promoting a low-carbon socio-economic transformation and fostering green new quality productive forces.However,exist-ing evaluations of the consumption-side impacts of low-carbon city construction mostly rely on city-level data,with limited discussions at the micro-level of individual residents or in-depth analysis of individual and urban characteristics.Drawing on the China Individual Low-carbon Consumption Survey database of the Chinese Academy of Social Sciences,this study constructed the China Individual Low-carbon Consumption Behavior Index to comprehensively measure the levels of low-carbon consumption at the individual level and ana-lyze the impact of low-carbon city construction on low-carbon consumption from a micro perspective.The results showed that:① The low-carbon city pilot policy had a significant positive effect on low-carbon consumption,and its effectiveness became increasingly prom-inent over time.In terms of behavioral categories,the policy's promoting effect was relatively higher on"utilization"and"transporta-tion."② The policy's promoting effect on low-carbon consumption was more pronounced in areas with higher environmental regulation intensity and among non-agricultural,high-income,and highly educated residents.③ Theoretical and empirical analyses from the dual dimensions of low-carbon demand and supply found that low-carbon guidance,incentives,and supply were important channels through which the pilot policy promoted low-carbon consumption.Specifically,low-carbon guidance exerted an influence by enhancing resi-dents' sense of low-carbon responsibility and literacy.Based on these findings,this study recommends that the scope of the pilot should be expanded on the basis of summarizing existing experiences,and long-term mechanisms for building low-carbon cities should be con-tinuously optimized.Differentiated policies across behavioral categories,individual traits,and regions should be implemented to pro-mote low-carbon consumption with precision.Furthermore,low-carbon consumption should be promoted with the combination of low-carbon guidance,incentives,and supply.By focusing on micro-individual low-carbon consumption behavior practices,this study pro-vides a foundational dataset,a research framework,and policy implications for enhancing the effectiveness of low-carbon consumption in the process of low-carbon city development.
