基于PMC指数模型的省级养老服务人才队伍建设政策量化评价OA
Quantitative evaluation of provincial policies for elderly care service workforce development based on the PMC index model
目的 对省级养老服务人才队伍建设政策进行量化评价,为优化养老服务人才政策提供参考.方法 以20份省级养老服务人才队伍建设政策为研究对象,采用PMC指数模型进行量化评价.结果 20份政策的PMC指数平均分为8.41,为良好级;其中5份为优秀级,13份为良好级,2份为合格级.政策性质、政策对象、政策内容、政策公开方面得分较高,但政策级别、政策时效、政策评价方面得分相对较低.结论 省级养老服务人才队伍建设政策整体处于较好水平,但仍有待进一步完善,应提升政策的级别效能、优化政策时效性规划、增强政策制定科学性并强化政策的示范推广功能.
Objective To conduct a quantitative evaluation of provincial policies on the elderly care serv-ice talent development,so as to provide references for optimizing such policies.Methods A total of 20 policy texts were analyzed quantitatively by using PMC index model.Results The average PMC index of the 20 policies was 8.41,reaching the good level.Five policies were excellent policies,thirteen were good,and two were quali-fied.The policies have advantages in terms of policy nature,target,content,and transparency,whereas they are relatively weaker in policy hierarchy,timeliness and evaluation.Conclusions Provincial talent development poli-cies for elderly care are mature with good quality overall,yet further improvements are recommended to enhance the effectiveness of policy hierarchy,optimize the planning of policy timeliness,improve the scientific basis of pol-icy formulation,and strengthen the demonstration and promotion functions of policies.
