全病程管理:让病人留在县域就诊的有效措施OA

With the in-depth advancement of the construction of China's hierarchical diagnosis and treat-ment system,county-level medical institutions,as the core carrier of primary medical services,are facing promi-nent problems such as patient outflow,medical insurance fund loss,and idle medical resources.From the perspec-tive of health policy research,this paper systematically expounds the current situation and economic impact of county-level medical institutions failing to retain patients through a combination of literature analysis,case study and data demonstration,and analyzes the root causes of the problems from three dimensions:external resource si-phoning,internal capacity weakness and institutional mechanism obstacles.It also proposes a response strategy centered on the construction of a whole-course disease management system,and builds an active service model for the whole population,all diseases and the whole life cycle from three scenarios:pre-diagnosis,in-diagnosis and post-diagnosis.
