Research on the Impact Mechanism of AI-Driven Intelligent Disclosure on Public Perception of Government Reputation in Task-Oriented Scenarios

AI应用的公平性失衡、责任性模糊与隐私伦理风险持续引发公众担忧.深入解构公民对政府组织声誉感知的形成机理,成为公共管理领域关乎数智治理合法性的核心议题.基于组织声誉理论、社会判断理论和隐私计算理论,采用2×2因子设计的对照实验,创建了政务服务中人工智能客服在任务类型(业务办理与业务咨询)和智能披露(思维智能与情感智能)的四种组合.招募364名参与者与人工智能客服间接交互,并收集关于人工智能客服的隐私政策有效性、隐私担忧和政府组织声誉的评价,研究发现,AI客服适应性服务选择的任务类型和智能披露能够显著影响公民的政府组织声誉感知,任务类型显著影响道德组织声誉,智能披露则显著影响技术组织声誉.此外,隐私政策有效性和隐私担忧的中介效应显著.研究揭示了政务服务场景中AI交互特征影响公民政府声誉感知的认知心理机制与边界条件,为政府数智化转型的技术治理提供了新视角.

Imbalances in fairness,ambiguities regarding accountability,and privacy-related ethical risks in AI applications continue to raise public concerns.Understanding how citizens form perceptions of government organizational reputation has thus become a central issue for the legitimacy of digital governance in public administration.Drawing on organizational reputation theory,social judgment theory,and privacy calculus theory,this study employed a 2×2 factorial design to create four scenarios involving AI chatbots in government services,varying by task type(transaction vs.consultation)and intelligence disclosure(cognitive vs.emotional).A total of 364 participants interacted indirectly with the AI chatbots and then rated the effectiveness of privacy policies,their privacy concerns,and their perceptions of government organizational reputation.The results show that the adaptive service choices of AI chatbots-shaped by task type and intelligence disclosure-significantly influence citizens'perceptions of government organizational reputation.The study showed that task type clearly affects moral reputation.Intelligence disclosure also has a major influence on technical reputation.Both the perceived effectiveness of privacy policies and privacy concerns served as meaningful mediators in these two pathways.This research also reveals how different AI interaction features shape citizens'views of organizational reputation in public services.It highlights the cognitive mechanisms and boundary conditions behind these effects.As a result,the study offers fresh insights into how technology can support government digital transformation.
