储能在新型电力系统构建中的作用定位与价值探讨OA

新型电力系统的发展对储能提出了迫切的需求.随着储能的建设向市场化引导过渡,明晰储能在新型电力系统构建中的作用定位并挖掘其不可或缺的独特价值将至关重要,且能为储能发展、新型电力系统构建及"双碳"目标实现提供技术支持.该文首先回顾电力系统储能的研究与发展历程,总结储能在源、网、荷各侧的功能,给出面向不同应用场景的储能配置方案建议;然后,针对新型电力系统双高特性(高比例风光新能源、高比例电力电子设备),分别提出源储荷跨时空柔性平衡和电力系统强度储能主动支撑的总体解决方案,给出系统强度的定义,探讨储能在2种方案中的作用和价值;最后,在全国统一电力市场的大背景下,进一步挖掘储能的价值,提出系统储能和强度市场的概念,给出新型电力系统储能研究方向的建议.

The development of new-type power systems has raised an urgent demand for energy storage.As the construction of energy storage moves toward market-oriented approaches,it is of great significance to identify the role of energy storage in new-type power systems and to explore its indispensable and unique value,which also supports the development of energy storage,the construction of new-type power systems,and the realization of carbon neutrality goals.First,we revisit the research and development of energy storage in power systems,conclude its applications in generation-side,grid-side,and demand-side,and provide corresponding configuration suggestions.Then,considering the two main characteristics of new-type power systems(namely,high levels of renewables and high levels of power electronics),we propose two corresponding overall solution approaches,i.e.,spatial-temporal flexible power balance across generation-storage-demand and active grid-strength support by energy storage,respectively,and discuss the role and value of energy storage in the two approaches.Finally,we further investigate the value of energy storage under the background of nationwide integrated power markets and propose the new concepts of system-owned energy storage and strength markets,based on which we provide suggestions on the future research of energy storage in power systems.
