储能锂电池安全强制性国家标准解读OACHSSCD

Interpretation of Mandatory National Standards for the Safety of Energy Storage Lithium Batteries

标准引领是产业高质量时有发生发展的关键.当前,随着锂电池产业快速发展,我国已成为世界上最大的锂电池生产国和使用国.但锂电池引发的安全事故时有发生,尤其是储能电站火灾事故频发,引发了广泛关注.为规范产品质量,筑牢安全底线,我国在储能领域已发布2项锂电池安全强制性国家标准即GB 40165-2021和GB 44240-2024.根据《中华人民共和国标准化法》相关规定,生产、销售、进口产品不符合强制性标准的,将依照相关法律、行政法规的规定查处、公示,甚至会依法追究刑事责任.为更好地推进强制性标准的正确理解和有效实施,本文介绍了2项标准的适用范围及在储能领域的范围划分,综述了国际上已有的储能锂电池相关产品标准和运输标准,从电池(电芯)、并联块、模组、电池包、电池组系统等不同层级的构成单元说明了试验样品选择,并针对过充、挤压、针刺等重点试验项目和要求进行了分析解读.通过标准解读,使相关方准确理解标准要求,确保强制性国家标准的正确执行,提升产品质量和安全水平,促进锂电池产业高质量发展.

Standard guidance is the key to high-quality industrial development.Currently,the lithium battery industry is developing rapidly,and China has become the world's largest producer and user of lithium batteries.However,safety accidents caused by lithium batteries have been frequently reported,especially frequent fire accidents in energy storage power stations,which have attracted widespread attention.To standardize product quality and establish a solid safety baseline,China has issued two mandatory national standards,GB 40165-202 and GB 44240-2024,for lithium battery safety in the field of energy storage.According to the relevant provisions of the Standardization Law,if products produced,sold,or imported do not comply with mandatory standards,they will be investigated and disclosed,and even imposed criminal liability in accordance with relevant laws and administrative regulations.In order to better promote the correct understanding and effective implementation of mandatory standards,this paper introduces the scope of application of the two standards,as well as the division of their scope in the field of energy storage.It summarizes the existing international product standards and transportation standards for energy storage lithium batteries,and expounds on the selection of test samples from different levels of constituent units such as cells,blocks,modules,battery packs,and battery systems.It also analyzes and interprets key test items and requirements such as over-charging,squeezing,and needle punching.Through standards interpretation,it helps relevant parties to accurately understand the requirements of the standards,ensure the correct implementation of mandatory national standards,improve product quality and safety levels,and promote the high-quality development of the lithium battery industry.
