印染行业环境法律责任边界拓展研究OA

Driven by the EU green barriers and China's"Dual Carbon"goal,the environmental legal liabili-ty system of China's printing and dyeing industry is confronted with limitations such as single liability subject,lagged applicable objects,and unbalanced implementation mechanism.This paper proposes a"three-dimen-sional expansion path":constructing a full-supply-chain liability network to connect liability subjects,covering life-cycle risks including carbon footprint and microplastics to expand the scope of liability,and innovating a dual-track mechanism of"severe punishment and incentive"to optimize liability implementation.Combined with practices such as carbon label certification in Keqiao District of Shaoxing,it provides a systematic legal guarantee scheme for the green transformation of the industry.
