Educational Transformation,Development and Governance in the Age of AI—Overview of the 2026 World Digital Education Conference
人工智能技术的加速发展,推动数字教育从资源开放、平台应用阶段,迈入智能赋能、生态重构与规则共建阶段.2026世界数字教育大会以"人工智能+教育:变革发展治理"为主题,集中呈现了智能时代教育数字化转型的新趋势.本文通过对开幕式、全体会议、平行会议、成果发布与展演活动等主要活动内容的梳理,从总体概况、数智变革、数智发展和数智治理四个维度剖析核心要点.总体而言,本届大会呈现出开放共享深化、"人工智能+教育"主题凸显和成果体系化发布等特征;人工智能正在重构基础教育、职业教育、高等教育和终身教育等全学段教育新生态,并驱动技术底座、产业生态、未来教师、教育评价和科研能力等支撑体系与创新能力升级;同时,围绕伦理、安全、公平和规则建设形成了一系列数智治理成果与共识,表明人工智能教育应用已从技术探索和场景应用阶段,进入规范发展、制度建设和协同治理的新阶段.本届大会不仅展示了人工智能赋能教育的新成果,也为全球数字教育未来发展提供了中国实践、治理思路和合作路径.
The rapid development of artificial intelligence(AI)is driving digital education beyond the stages of open educational resources and platform-based applications toward a new phase characterized by intelligent empowerment,ecosystem reconstruction,and collaborative rule-making.Under the theme of"AI+Education:Transformation,Development,and Governance,"the 2026 World Dig-ital Education Conference highlighted emerging trends in the digital transformation of education in the AI era.Based on a systematic review of the opening ceremony,plenary sessions,parallel forums,achievements release,and exhibitions,this paper analyzes key issues of the conference from four areas:overall features,digital-intelligent transformation,digital-intelligent development,and digital-intelli-gent governance.Overall,the conference was characterized by deepening of openness and sharing,the prominence of the"AI+Educa-tion"agenda,and the systematic release of achievements.It shows that AI is reshaping educational ecosystems across all stages of edu-cation,including basic education,vocational education,higher education,and lifelong learning.AI is also driving the upgrading of sup-porting systems and innovation capacities in areas such as technological infrastructure industrial ecosystems,future teachers,educa-tional evaluation,and research paradigms.Meanwhile,a series of outcomes and consensus concerning digital-intelligent governance were developed around ethics,security,equity,and standards.These developments indicate that the educational application of AI has moved beyond technological exploration and scenario-based implementation to a new stage of standardized development,institutional construction,and collaborative governance.The conference not only showcased new achievements in AI-empowered education,but also provided China's practices,governance approaches,and cooperation pathways for the future development of global digital education.
