陕西省域洪涝灾害应急响应能力评价OA
Evaluation of emergency response capabilities for flood disasters in Shaanxi Province
随着经济迅速发展与极端气候事件频发,洪涝灾害对城市系统安全构成日益严峻的挑战.为科学评估和提升洪涝灾害应急响应能力,首先,分析洪涝灾害成灾机理,结合 PSR(Pres-sure-State-Response)理论构建了包含3 个二级指标、8 个三级指标和21 个四级指标的多维度评价体系,选取陕西省10 个地级市为实证对象,收集2019-2023 年的官方数据进行量化评估;其次,综合运用熵权法与变异系数法确定指标权重,并基于加权求和法构建综合评分模型,绘制其应急响应能力的空间分布图、维度占比图和时间演化图,得到各地级市洪涝灾害应急响应能力评价等级;最后,结合分析结果提出了提升路径.结果表明:陕西省各市洪涝灾害应急响应能力水平差异明显,其中西安市评价得分高达0.570 4;榆林市次之,得分为 0.463 1;陕南地区汉中市、渭南市等地有待提升;铜川市在灾后恢复方面表现突出,商洛市等在预警服务信息水平方面需要改进.该模型为洪涝灾害应急管理提供了科学依据,有助于减少灾害损失,保障人民生命财产安全.
Flood disasters pose an increasingly severe challenge to urban system safety with rapid eco-nomic development and the frequent occurrence of extreme climate events.To scientifically evaluate and improve emergency response capabilities for flood disasters,this study first analyzed the formation mechanisms of flood disasters and,based on PSR theory,constructed a multidimensional evaluation sys-tem comprising 3 secondary indicators,8 tertiary indicators,and 21 quaternary indicators.Ten prefec-ture-level cities in Shaanxi Province were selected as empirical objects,and official data from 2019 to 2023 were collected for quantitative evaluation.Second,the entropy weight method and coefficient of variation method were jointly used to determine indicator weights,and a comprehensive scoring model was constructed based on the weighted summation method.The spatial distribution,dimension propor-tions,and temporal evolution of emergency response capability were mapped to obtain the evaluation grades of flood disaster emergency response capability for each prefecture-level city.Finally,improve-ment pathways were proposed based on the analysis results.The results show that there are significant differences in flood disaster emergency response capability among cities in Shaanxi Province.Xi'an scored the highest at 0.570 4,followed by Yulin with 0.463 1.Cities such as Hanzhong and Weinan in southern Shaanxi still need improvement.Tongchuan performs well in post-disaster recovery,whereas cities such as Shangluo need improvement in early-warning information services.The model provides a scientific basis for flood disaster emergency management,helping reduce disaster losses and safeguard people's lives and property.
