Analysis and Application of Flood Control Safety Risks in Railway Traffic
铁路网地理气候环境复杂多变,尤其汛期强降雨对列车正常运行秩序造成严重干扰,对铁路车务防洪安全风险应对提出更高要求.采用鱼骨图分析法,利用5M1E管理工具对防洪安全风险进行系统识别,并应用概率危险性评估模型P=g(R,L),对风险事件进行定量评价,得到四级防洪安全风险评价矩阵,对识别出的防洪安全风险项点进行分级管控.为应对汛期各类风险事件对车务行车组织造成的影响,提出风险排查治理、行车调度应对、客运服务调节和紧急事件应对4个方面的风险评估应对策略,构建了覆盖列车调度员、车站值班员、司机、设备管理单位和站段指挥中心等角色的雨量三级警戒处置流程,提出了车务四级预警响应启动时限和管理要求,为铁路车务站段防洪工作提供参考.
The geographical and climatic environment of the railway network is complex and changeable.Especially during the flood season,heavy rainfall causes serious interference to the normal operation order of trains,which puts forward higher requirements for the response to flood control safety risks in railway traffic.The fishbone diagram analysis method was adopted,and the 5M1E management tool was utilized to systematically identify flood control safety risks.The probability risk assessment model P=g(R,L)was applied to quantitatively evaluate risk events,and a four-level flood control safety risk assessment matrix was obtained to classify and control the identified flood control safety risk items.To deal with the impact of various risk events on railway traffic organization during the flood season,risk assessment response strategies in four aspects were proposed,including risk investigation and governance,traffic dispatching response,passenger service adjustment,and emergency event response.A three-level rainfall warning and handling process covering roles such as train dispatchers,station duty officers,drivers,equipment management units,and station and depot command centers was constructed.The start time limit and management requirements for the four-level early warning response of railway traffic were proposed.This paper provides a reference for the flood control work of railway traffic stations and depots.
