"Investment in People"fosters the holistic development of individuals by strategically investing in human capital,which,in turn,drives the five pillars of rural revitalization—industry,talent,culture,ecology,and organization.This study,framed within the perspective of capability empowerment,constructs an analytical framework for leveraging"investment in peo-ple"to promote comprehensive rural revitalization.It explores how this approach enhances farmers'skills,nurtures new business entities,strengthens cultural reproduction capacities,advances ecological governance,and optimizes grassroots governance structures,ultimately transforming human capital into key capabilities for high-quality rural development.Despite its potential,"investment in people"encounters structural challenges,including weak industry management capabilities,ongoing talent out-flow,a lack of cultural agency,insufficient green skills,and inadequate grassroots organizational mobilization.To overcome these challenges,this paper proposes a systematic pathway focused on industrial capacity building,talent development,cultural empowerment,ecological enhancement,and organizational reform.The goal is to provide sustainable,endogenous momentum for rural revitalization through more efficient and high-quality"investment in people".
