面向生态的梯级水库多目标协调决策机制研究OA

针对梯级水库生态调度中多目标统筹与多管理主体会商决策特征,以金沙江下游溪洛渡—向家坝梯级水库生态调度为研究实例,量化保护区干流江段适宜生态流量,解析生态优先、兴利兼顾原则下多管理主体协调决策机制,构建生态—发电多目标协调决策模型,并以现行调度策略为实践基准、多目标非劣解为理论标尺,将主从递阶决策均衡解分别与上述两类基准方案开展决策结构、调度策略和调度效益多维度的对比分析.结果表明:主从递阶决策模式可有效契合会商特征,并优先保障生态效益,保护区干流江段适宜生态流量满足率达77.95%,梯级水库年均发电量为923.65亿kW·h,较现行调度策略,适宜生态流量满足率提升25.95%,发电量增加15.71亿kW·h;多目标非劣解界定了梯级水库理论综合调度效益上限,在会商决策框架下通过进一步深化合作协调,综合调度效益存在平均5.22%的潜在改进空间,且该空间随来水偏丰或偏枯呈扩大趋势.研究成果可为梯级水库生态调度提供多目标权衡、多主体协调的决策方法.

In view of the decision-making characteristics of multi-objective coordination and multi-stakeholders negotiation in the ecological operation of cascade reservoirs,this study takes the Xiluodu and Xiangjiaba cascade res-ervoirs in the lower reaches of the Jinsha River as a case study.The appropriate ecological ecological flow in the main stream section of the downstream protected area was quantified.The decision-making mechanism under the principles of prioritizing ecological requirements while considering comprehensive benefits of water utilization was analyzed to construct a multi-objective coordinated decision-making model for ecological and power generation purposes.A com-parative analysis was conducted for the leader-follower hierarchical equilibrium solutions,with the current reservoir operation strategies as the practical benchmark and the multi-objective non-inferior solutions as the theoretical bench-mark.The results show that the leader-follower hierarchical decision-making model can reflect the negotiation charac-teristics and ecological priority.The assurance rate of the appropriate e-flow in the main stream section of the pro-tected area reaches 77.95%,and the average annual power generation of the cascade reservoirs is 92.365 billion kWh.Compared with the current operation strategy,the assurance rate of the appropriate ecological flow increases by 25.95%and power generation increases by 1.571 billion kWh.Based on the negotiation decision-making framework,there remains an average potential for a 5.22%improvement in comprehensive benefits of water utilization through fur-ther cooperation and coordination.This potential for improvement increases with increased or decreased inflow in water abundance or drought conditions.This research offers a decision-making framework for multi-objective trade-offs and multi-stakeholders coordination in the ecological operation of cascade reservoirs.
