"Five-Network Integrated"modern water network architecture for the Tianshan North Slope
天山北坡经济带作为丝绸之路经济带核心区,面临气候变化、水资源时空失衡、生态退化与供需矛盾加剧的严峻挑战.为破解区域水安全困境,突破传统水利工程的系统性局限,本文以该区域为研究对象,构建了天山北坡"五网合一"现代水网架构体系.该架构以水物理网为基础骨架、水信息网为智能中枢、水管理网为调控保障,负责夯实基础设施、实现智能决策与提升治理效能;并创新性地叠加水生态约束网和水经济价值网,通过生态刚性约束与经济价值驱动,实现生态经济价值双向转化.通过五网有机耦合,最终形成"系统完备、安全可靠、集约高效、绿色智能、循环通畅、调控有序"的现代水网新范式.研究表明,"五网合一"架构有助于统筹水安全、水资源、水生态、水经济协同发展,增强水网在气候变化下的韧性与适应性,为破解西北内陆河流域水资源难题提供了系统性解决方案,也为国家水网在区域层面的落地与现代化转型提供了可复制的理论框架和实践路径.
The Tianshan North Slope Economic Belt,a core area of the Silk Road Economic Belt,confronts severe challenges from climate change,spatio-temporal water imbalances,ecological degradation,and escalating supply-demand conflicts.To overcome these issues and the systemic limitations of traditional water projects,this paper pro-poses a"Five-Network Integrated"modern water network architecture.The architecture is founded on three core com-ponents:a Water Physical Network for infrastructure,a Water Information Network as an intelligent hub,and a Water Management Network for governance and regulation.These elements work in concert to consolidate physical systems,enable data-driven decision-making,and enhance administrative efficacy.Innovatively,the framework superimposes two additional layers:a Water Ecological Network,which acts as a rigid constraint to ensure environ-mental protection,and a Water Economic Network,which provides a value-oriented guide.These layers are designed to protect ecosystem integrity while creating a synergistic relationship between ecological health and economic produc-tivity.The organic coupling of these five networks establishes a new paradigm for a modern water network character-ized by its systemic integrity,security,efficiency,sustainability,and intelligent control.This study demonstrates that the integrated architecture promotes the coordinated development of water security,resources,ecology,and economy,thereby enhancing the region's resilience and adaptability to climate change.Ultimately,this framework offers a systemic solution for the arid river basins of Northwest China and provides a replicable theoretical model and practical pathway for modernizing the national water network at a regional level.
