水电工程全生命周期视角下移民安置城镇迁建有关关键要素分析OA
Key Elements for Relocation and Reconstruction of Resettlement Urban and Town from the Perspective of the Full Life Cycle of Hydropower Projects
实施新型城镇化是迈向现代化建设的必由之路,大型水电工程移民以城镇化安置为主、其他安置为辅,已成为当前和今后的发展趋势.从水电工程全生命周期视角,提出水电移民阶段划分原则,以移民安置城镇迁建为轴线,分析各阶段的关键要素,打通水电工程移民城镇迁建全链条.结合 XJB 水电站两县城迁建典型案例进行深度剖析,论证了从水电工程全生命周期考虑移民安置城镇迁建的必要性,强调了科学选址、预留发展空间等要素的重要性.期望对后续 LP 等重大水电工程移民安置规划及实施提供借鉴参考.
Implementing new-type urbanization constitutes an inevitable pathway to advancing the modernization drive.For populations displaced by large-scale hydropower projects,prioritizing urban resettlement with supplementary alternatives has emerged as the prevailing development trend for both the present and the future.From the perspective of the full life cycle of hydropower projects,this paper proposes the principles for phase division of hydropower resettlement,takes the relocation and reconstruction of resettlement towns as the core thread,analyzes the key elements of each phase,and integrates the entire chain of relocation and reconstruction of hydropower resettlement towns.Through an in-depth analysis of the typical case concerning the relocation and reconstruction of two county seats for the XJB Hydropower Station,the paper demonstrates the necessity of incorporating the full life cycle perspective of hydropower projects into the relocation and reconstruction of resettlement towns,and highlights the significance of key factors such as site selection and reserved space for future development.It is anticipated that this research will provide a valuable reference for the resettlement planning and implementation of subsequent major hydropower projects,including the LP Hydropower Station.
