新型电力系统建设之水电功能定位和参与调频与备用问题探讨OA
Functional Positioning of Hydropower and Its Participation in Frequency Regulation and Reserve Services in the Construction of the New Power System:Issues and Discussions
构建以新能源为主体的新型电力系统是一个复杂的系统性问题,尤其是随着新能源大规模发展和传统煤电有序退出,系统转动惯量缺失、调频能力减弱及备用容量不足将成为未来新型电力系统安全稳定运行的主要挑战,相应地,如何保证系统转动惯量和调频能力与备用容量的充分供给必然成为首要问题.本文以"先立后破"为重要遵循,分析了新型电力系统不同建设阶段对转动惯量和调频与备用的需求,以及水电、火电等各类电源提供转动惯量和参与调频及备用的特点及与系统需求的适应性,并重点以水电(含抽水蓄能)为视角,探讨水电的新任务定位,分析当前设计、运行及其相关规范规定等环节中的问题,从设计理念、技术规范、政策支持等方面提出相关建议,在扩大水电装机容量和调整优化水电运行方式等实现路径上寻求共识,达到先立、早立和合理多立水电转动惯量和调频与备用能力的目的.
Constructing a new power system dominated by renewable energy is a complex systemic challenge.Particularly with the large-scale development of renewable energy and the orderly phase-out of traditional coal power,the lack of system rotational inertia,diminished frequency regulation capability,and insufficient reserve capacity will become major threats to the safe and stable operation of future power system.Consequently,ensuring adequate supply of system rotational inertia,frequency regulation capability,and reserve capacity will inevitably become a paramount issue.Guided by the principle of"Establishing the new before phasing out the old",this paper analyzes the demand for rotational inertia,frequency regulation and reserves during different construction stages of the new power system,examines the characteristics of various power sources(including hydropower and thermal power)in providing rotational inertia and participating in frequency regulation and reserves,and assesses their adaptability to system requirements.Focusing on hydropower(including pumped storage,hereafter referred to as hydropower),the paper explores its new functional positioning,analyzes existing problems in current design,operation and relevant regulations/specifications,and proposes recommendations concerning design philosophy,technical standards and policy support.This discussion aims to stimulate further thought and consensus,seeking agreement on implementation pathways such as expanding hydropower installed capacity and optimizing its operational modes.The ultimate goal is to achieve the timely and rational establishment of sufficient hydropower-based rotational inertia and frequency regulation/reserve capabilities.
