为揭示城市化与气候变化对山洪灾害的协同放大效应,以宝鸡市"7·16"洪灾为例,结合全国山洪灾害调查数据,系统分析河道断面收缩与极端降雨的链式耦合效应.分析表明,人类工程活动(如河道侵占、不透水地表扩张)导致石坝河流域近10 年断面收缩率最高达60%,叠加气候变化引发的极端降雨强度增加及雨带北移趋势,形成"断面收缩-暴雨增强"链式灾害放大效应,显著加剧山洪风险.基于此,提出"空间管控-生态修复-韧性工程"综合治理框架,包括划定河道生态红线(两侧100 m 禁建区)、推进海绵城市建设(透水铺装率≥70%)、构建山洪保险与社区防灾体系等对策,可为城镇化进程中山洪灾害风险防控提供科学依据.

To reveal the synergistic amplifying effect of urbanization and climate change on flash flood disasters,the"7·16"flood in Baoji City was taken as an example,and the chain coupling effect between river cross-section contraction and extreme rainfall was systematically analyzed in combination with national flash flood disaster survey data.The results show that human engineering activities,such as channel encroachment and expansion of impervious surfaces,caused the maximum cross-section contraction ratio in the Shiba River basin to reach 60%over the past decade.Superimposed with the increase in extreme rainfall intensity and the northward shift of rain belts induced by climate change,a chain disaster amplification effect of"cross-section contraction-rainstorm intensification"was formed,significantly aggravating flash flood risk.On this basis,a comprehensive governance framework integrating"spatial control,ecological restoration,and resilient engineering"is proposed,including delineating ecological red lines for river channels,promoting sponge city construction,and establishing flash flood insurance and community disaster prevention systems.The study can provide a scientific basis for flash flood risk prevention and control in the process of urbanization.
