黄河流域水权交易机制的多维政策效应研究OA

Study on the Multidimensional Policy Impacts of Water Rights Trading Mechanism in the Yellow River Basin

为支撑黄河流域高质量发展,基于混合赋权法评估了黄河流域水资源高效利用水平的绿色度指数、协调度指数和效率度指数,以双重差分模型考察了 2016 年全国及黄河流域水权交易平台建立以来的政策冲击、多维度影响及政策融合效果,结果表明:水权交易提升黄河流域水资源高效利用绿色度指数效果显著,具体提高了 6.540,协调度指数和效率度指数分别提高了 1.243、1.972;从政策融合角度来看,节水政策、植树造林政策与水权交易政策融合显著提升了黄河流域水资源高效利用的绿色度,重点生态功能区转移支付政策和水权交易政策融合对于区域水资源高效利用的协调度有一定促进作用.

To support the high-quality development of the Yellow River Basin,this study evaluated the green,coordination and efficiency in-dices of high-efficiency water resource utilization in the basin based on a mixed weighting approach.Using a Difference-in-Differences(DID)model,this study examined the policy shock,multidimensional impacts and policy integration effects following the establishment of the na-tional and Yellow River Basin water rights trading platforms in 2016.The results indicated that:Water rights trading significantly improved the green index of high-efficiency water resource utilization in the Yellow River Basin,with a specific increase of 6.540;The coordination and efficiency indices increased by 1.243 and 1.972,respectively.From the perspective of policy integration,the integration of water-saving poli-cies,afforestation policies and water rights trading policies significantly enhanced the green index of high-efficiency water resource utilization in the basin.Furthermore,the integration of transfer payment policies for key ecological function zones and water rights trading policies contributed to some extent in promoting the coordination index of regional high-efficiency water resource utilization.
