风渔融合模式量化评估体系的初步构建OACHSSCD
Preliminary Construction of a Quantitative Evaluation System for the Integrated Development Model of Offshore Wind Power and Marine Ranching
"海上风电+海洋牧场"模式(简称风渔融合模式)目前已广受关注.为了有效整合海上风电与海洋牧场资源,促进风渔融合模式的可持续发展,迫切需要构建一个综合性的量化评估体系.通过文献查阅、实地调研和综合评价等方式,系统阐述了风渔融合模式评估体系的总体框架和指标,初步构建了风渔融合模式的综合性量化评估体系.它涵盖了经济、技术、政策、风险、海上风电、海洋牧场及风渔融合等多个维度,每个维度下设有若干量化指标,并依据其重要性进行权重赋值.同时,阐述了评估体系各个维度的组成部分,包括经济、技术与创新、环境与生态等领域,并探讨了风渔融合模式开发的适宜性评价.此量化评估体系为开发风渔融合模式的科学决策提供依据,也为其他类似项目的开发提供参考.
The"offshore wind power+marine ranching"model has garnered widespread attention.To effectively inte-grate offshore wind power and marine ranching resources and promote the sustainable development of this integrated wind-fishery model,there is an urgent need to establish a comprehensive and scientific evaluation system.Through literature re-view,field research,and comprehensive evaluation,the overall framework and indicators of the evaluation system for the integrated wind-fishery model were systematically described.The system covers multiple dimensions,including economy,technology,policy,risk,offshore wind power,marine ranching,and wind-fishery integration.Each dimension includes specific quantifiable indicators with weights assigned based on their importance.The components of the evaluation system across these dimensions were also elaborated,including economic,technological and innovative,and environmental and ecological aspects.Furthermore,the suitability assessment for developing the integrated wind-fishery model was discussed.This quantitative evaluation system provides a basis for scientific decision-making in developing the integrated wind-fishery model and serves as a reference for other similar projects.
