"大占补"政策实施背景下耕地恢复潜力识别与分级OA
Identification and classification of cultivated land restoration potential under the background of the Large Occupation and Compensation policy
科学识别耕地恢复潜力重点区域及开展宜耕性分级评价对于落实耕地"大占补"政策、保障国家粮食安全及支撑区域经济高质量发展具有重要意义.本研究以武汉市为研究区,基于"三调"数据,以标注"即可恢复"或"工程恢复"的非耕农用地地块为理论潜力最大值,从国土空间规划、自然适宜性、基础设施条件和地理区位条件等多个维度分别构建限制性评价指标和宜耕性评价指标,定位测度与识别耕地恢复潜力重点区域及空间分布格局.结果表明:从限制性和宜耕性两个方面构建耕地恢复潜力识别与分级方法体系,明确耕地恢复潜力重点区域,有助于提高耕地恢复项目立项选址、优先序计划制定和指标分配的科学性与合理性.扣除限制性因素后,武汉市耕地恢复潜力面积为532.97 km2,耕地恢复潜力较大,中心城区耕地恢复潜力资源极为稀缺,98.6%的耕地恢复潜力位于外围开发区和新城区.武汉市耕地恢复潜力宜耕性综合评价分值介于[64,98],平均值为83.9分,由高到低分为最适宜耕种区、较适宜耕种区、一般适宜耕种区和低适宜耕种区4个等级,面积分别为157.39、200.11、146.40 km2和29.07 km2,占比分别为29.5%、37.5%、27.5%和5.5%,针对不同类型区实施相应的恢复计划与针对性措施,能最大程度地降低恢复后再度抛荒的风险.武汉市2023年有83.57%的恢复耕地位于宜耕性评价范围,其中位于最适宜耕种区和较适宜耕种区占比较高,研究成果与实际情况高度吻合.本研究结果可为"大占补"政策实施背景下开展耕地恢复项目立项选址、优先序计划制定提供方法借鉴,对地方政府推进耕地保护工作具有重要指导和实践价值.
Scientifically identifying key areas with potential for cultivated land restoration and conducting a classification evaluation of arable suitability is of great significance for implementing the Large-scale Requisition and Compensation policy for cultivated land,ensuring national food security,and supporting the high-quality development of the regional economy.This study took Wuhan City as the research area.Based on the Third National Land Survey data,non-cultivated agricultural land parcels labeled as recoverable or engineerable recoverable were used as the maximum theoretical potential value,restrictive evaluation indicators and arable suitability evaluation indicators were constructed respectively from multiple dimensions such as territorial spatial planning,natural suitability,infrastructure conditions,and geographical location conditions,to measure and identify key areas with potential for cultivated land restoration and their spatial distribution patterns.The results showed that constructing a method system for identifying and grading cultivated land restoration potential from the two aspects of restrictiveness and arable suitability,and clarifying the key areas of cultivated land restoration potential,helped to improve the scientificity and rationality of project approval and site selection,formulation of priority plans,and index allocation for cultivated land restoration projects.After deducting restrictive factors,the area with potential for cultivated land restoration in Wuhan City was 532.97 km2,indicating a relatively large potential for cultivated land restoration.The resources of cultivated land restoration potential in the central urban area were extremely scarce,and 98.6%of the cultivated land restoration potential was located in the peripheral development zones and new urban areas.The comprehensive evaluation scores of the arable suitability of cultivated land restoration potential in Wuhan City ranged[64,98],with an average score of 83.9.It was divided into four levels from high to low:the most suitable cultivation area,the relatively suitable cultivation area,the moderately suitable cultivation area,and the low-suitability cultivation area,with areas of 157.39,200.11,146.40 km2,and 29.07 km2 respectively,The proportions accounted for 29.5%,37.5%,27.5%,and 5.5%respectively.Implementing corresponding restoration plans and targeted measures for different types of areas could minimize the risk of abandonment of the restored land again.In 2023,83.57%of the restored cultivated land in Wuhan City was within the scope of arable suitability evaluation.Among them,the proportion located in the most suitable cultivation area and relatively suitable cultivation area was the highest,and the research results were highly consistent with the actual situation.This study can provide methodological references for carrying out project approval and site selection,as well as formulating priority plans for cultivated land restoration projects under the background of the Large-scale Occupation and Compensation policy.It holds important guiding and practical values for local governments to promote cultivated land protection work.
