Why is there a discrepancy between words and actions?A study on the paradox of low-carbon technology adoption by cotton farmers in Shandong Province
低碳生产是农业高质量发展的内在要求.在我国"大国小农"的基本国情下,棉农群体在低碳农业技术采纳决策中普遍呈现出"意愿-行为"悖离现象.这一现象不仅反映了微观主体决策过程中的非理性特征,更对我国棉花产业的绿色转型与可持续发展构成了显著的制度性约束.厘清棉农低碳技术采纳悖离的关键矫正变量对于破解"高意愿-低采纳"困境具有重要的理论价值与实践意义.本研究基于山东省516户棉花种植户的调研数据,采用Double-Hurdle两阶段模型实证分析了数字素养、环境规制对棉农低碳技术采纳悖离和悖离程度的影响及作用机制.研究发现:数字素养和环境规制均能对棉农低碳技术采纳悖离和悖离程度起矫正作用;数字素养和环境规制对于新型农业经营主体和规模农户的低碳技术采纳悖离矫正作用更显著;数字素养能通过信息共享和技术嵌入矫正棉农低碳技术采纳悖离,邻里效应在环境规制和棉农低碳技术采纳悖离间存在正向调节作用.据此,本研究建议在优化环境规制政策的同时,强化棉农数字素养培训,充分发挥社会网络作用,确保棉农低碳技术采纳结果和目标相符.
Low-carbon production is an inherent requirement for high-quality agricultural development.Under Chinese basic national condition of a large country with small-scale farmers,cotton farmers generally exhibit a willingness-behavior divergence in the decision-making process of adopting low-carbon agricultural technologies.This phenomenon not only reflects the irrational characteristics in the decision-making process of micro-subjects,but also poses a significant institutional constraint on the green transformation and sustainable development of Chinese cotton industry.Clarifying the key corrective variables for the divergence in cotton farmers' adoption of low-carbon technologies is of great theoretical value and practical significance for resolving the high willingness-low adoption dilemma.Based on the survey data of 516 cotton-growing households in Shandong Province,this study empirically analyzed the impact and mechanism of digital literacy and environmental regulations on the divergence and degree of divergence in cotton farmers' adoption of low-carbon technologies using the Double-Hurdle two-stage model.The findings were as follows:both digital literacy and environmental regulations could correct the divergence and degree of divergence in cotton farmers' adoption of low-carbon technologies.The corrective effects of digital literacy and environmental regulations on the divergence in low-carbon technology adoption among new agricultural business entities and large-scale farmers were more significant.Digital literacy could correct the divergence in cotton farmers' adoption of low-carbon technologies through information sharing and technology embedding,and the neighborhood effect had a positive moderating effect on the relationship between environmental regulations and the divergence in cotton farmers' adoption of low-carbon technologies.Therefore,it is suggested that while optimizing environmental regulation policies,efforts should be made to enhance the digital literacy training for cotton farmers and fully leverage the role of social networks to ensure that the results of cotton farmers' adoption of low-carbon technologies align with the goals.
