环境规制视角下奶牛场粪污资源化利用技术采纳强度影响因素分析OA
Analysis of the factors influencing the adoption intensity of cow farm manure resource utilization technologies from the perspective of environmental regulation
为探讨奶牛养殖场在选择源头减量技术、过程控制技术和末端治理技术时的内在联系及其采纳强度的驱动因素,本研究基于2023年对全国412个规模养殖场的调查数据,运用Multivariate Probit模型和基于协方差层次分析法(Cov-AHP)分析了三类技术选择行为之间的关联效应及技术采纳强度的影响因素.结果表明:三类技术之间存在显著互补关系,如干清粪与堆肥发酵剂、制沼气与肥料化等技术组合呈正相关.全国技术采纳强度均值为2.215,其中华北产区最高,东北内蒙古产区最低;中规模养殖场显著高于小规模养殖场.激励型与引导型环境规制能显著提升采纳强度,约束型规制则抑制采纳强度.技术认知在环境规制与技术采纳之间发挥中介作用,中介效应占总效应的4.4%~18.1%,尤其在约束型规制下,认知提升可缓解其负向影响.综上,养殖场技术采纳行为具有协同性,其强度受环境规制类型和技术认知的交互作用驱动,区域差异和规模异质性要求政策设计需兼顾技术关联性与认知提升.
This study aims to explore the intrinsic connections and driving factors behind the adoption intensity of source reduction technologies,process control technologies,and end-of-pipe treatment technologies in dairy farms.Based on survey data from 412 large-scale farms nationwide in 2023,the study used the Multivariate Probit model and Covariance Analytic Hierarchy Process(Cov-AHP)to analyze the correlation effects between the adoption behaviors of the three types of technologies and the influencing factors of adoption intensity.The results indicated a significant complementary relationship between the three types of technologies,with positive correlations observed between technologies such as dry manure cleaning and composting agents,as well as biogas production and fertilization.The national average adoption intensity of technologies was 2.215,with the highest in North China and the lowest in Northeast Inner Mongolia.Medium-sized farms showed significantly higher adoption intensity than small-sized ones.Incentive-based and guidance-based environmental regulations significantly enhanced adoption intensity,while constraint-based regulations suppressed it.Technological awareness played a mediating role between environmental regulation and technology adoption,with the mediation effect accounting for 4.4%-18.1%of the total effect.In particular,under constraint-based regulations,enhancing awareness could mitigate its negative impact.In conclusion,the technology adoption behavior of farms is synergistic,and its intensity is driven by the interaction between the type of environmental regulation and technological awareness.Regional differences and scale heterogeneity indicate that policy design needs to consider both technological interrelationships and the enhancement of awareness.
