A Comparative Study of"Better Housing"Standards-and-Guidelines Systems in China and Local Practices in Lingnan

构建科学合理的标准指引体系,是推进高品质住房建设的关键支撑.针对我国"好房子"标准研究缺乏横向关联比较与纵向传导解析的现状,研究因循"国际-国内-岭南"路径展开,梳理出国内外住房标准从数量导向到品质追求的演变规律;借助大语言模型语义的相似度分析与多元数据统计,系统对比全国50份省级以上"好房子"标准指引文件,揭示其在定义内涵、管控模式、品质指标、地方特色、科技融入等方面的共性差异;进而以岭南地区为例,提炼出"省级体系创新-市级实施保障-企业产品转化"多级协同的管控模式,为推动我国高品质住房的标准完善与落地推广提供实践参考与数据支撑.

Building a scientific and rational standards-and-guidelines system is an important support to promote the construction of high-quality housing.At present,there remains a lack of horizontal comparative analysis and vertical transmission analysis of the standards of better housing in China.This study followed a pathway from international to national and then to Lingnan.First,from a global perspective,a common trajectory was identified in developed countries whereby housing development has shifted from an emphasis on quantity and basic functionality toward specialized improvements such as industrialization,greening,intelligence,and longevity,and further toward comprehensive quality synergy.The findings also highlighted how developing countries,rooted in local conditions,have explored context-appropriate pathways for housing quality improvement that balance climate,population,and resources.Through a comparative analysis of domestic and international housing quality indicators,it was found that China's housing standards have broadly aligned with international benchmarks and have reached a leading position in certain areas,such as floor-to-floor height,pollution and noise control,and green space ratio.Second,focusing on the national landscape of better housing standards,the study compared 50 provincial-level and above standard and guideline documents horizontally by combining semantic similarity analysis based on a large language model(LLM)with targeted statistical methods.With respect to semantic distribution,75%of local standard documents clustered within the medium mean-dispersion interval of the similarity matrix,indicating that a relatively stable national consensus on housing quality has been shaped.Meanwhile,room for differentiated innovation was reserved in accordance with local climate,economic conditions,industrial foundations,and governance needs.For the definition of connotations,most provinces have developed a"4+X"value framework by incorporating humanistic care and service management into the four foundational goals of"safety,comfort,greenness,and intelligence".In terms of governance logic,target-oriented control accounted for the highest proportion,suggesting that better housing standards are shifting from fragmented technical control toward multi-objective coordination and whole-process governance.In terms of quality indicators,a comparison was conducted across five dimensions of intensity,height,brightness,cleanliness,and quietness.For intensity,there was a trend toward spatial"height and capacity reduction"and a shift in green space construction"from quantity to quality".For height,there was significant improvement in floor-to-floor height but insufficient coordination with clear height.Brightness exhibited a daylight enhancement path differentiated by solar-climatic zoning.Cleanliness was characterized by the dual constraints of ventilation optimization and pollutant concentration control.Quietness was improved through the coordinated regulation of noise limits,component sound insulation,and floor slab construction.Focusing on the vertical transmission of better housing standards in the Lingnan region,a multi-level collaborative pathway of"provincial system innovation-municipal implementation support-enterprise product translation"was identified.At the provincial level,the emphasis was on reconstructing local value systems and innovating indicators.At the municipal level,implementation was strengthened by embedding standards into management nodes such as land transfer,planning review,and construction delivery.At the enterprise level,upper-level standards were translated into perceptible,measurable,and implementable product series through quantitative decision-making tools,such as the user sensitivity-cost increment matrix.To sum up,China's better housing standards are evolving from fragmented exploration toward multi-level coordination,from principle-based advocacy toward substantive implementation,and from general quality improvement toward context-sensitive precision optimization.This study extends the technical pathway of standard text comparison research,provides a horizontal comparative framework for understanding the national better housing standards,and proposes a"policy-standards-product"collaborative transformation mechanism based on practices in Lingnan.The results provide empirical support and a practical reference for the systematic construction,localized translation,and project-based implementation of high-quality housing standards.
