四链融合视角下黑龙江省生物农业高质量发展路径研究OA

Based on the strategic positioning of serving as the"ballast stone"for national food security and the overall plan of the 15th Five-Year Plan,this paper takes the development of bio-agriculture in Heilongjiang Province as the re-search object.From the perspective of the in-depth integration of innovation chain,industrial chain,capital chain and tal-ent chain,it systematically analyzes the development foundation and practical progress in biological breeding,bio-manu-facturing,biological inputs and biological protection of chernozem.The study shows that the development of bio-agriculture in Heilongjiang Province is still restricted by low efficiency of scientific and technological achievements transformation,in-sufficient extension of industrial chain,imperfect capital guarantee system,weak support of talent factors,and inadequate coordination mechanism of the four chains.Combined with the supporting policies for bio-manufacturing industry in Hei-longjiang Province in 2026,this paper puts forward feasible countermeasures from five aspects:strengthening the core lead-ing role of the innovation chain,expanding the value-added space of the industrial chain,optimizing the precise supply of capital chain,consolidating the guarantee capacity of the talent chain,and improving the collaborative mechanism of four-chain integration.It provides theoretical support and practical reference for Heilongjiang Province to accelerate the layout of bio-agriculture and ensure national food security.
