基于人工智能技术的水文数据资产保护与应用探索研究OA
Exploratory Research on Protection and Application of Hydrological Data Assets Based on Artificial Intelligence Technology
随着数字经济驱动经济社会高质量发展,公共数据逐步从"资源"向"资产"转化,水文数据在水旱灾害防御、水资源开发利用、生态环境保护等方面的战略价值日益凸显.然而,当前水文数据管理仍以支撑业务和服务行业为主,且存在数据权属与资产确认边界不清、数据共享与安全之间产生矛盾、数据产权与安全技术实现路径探索少等问题,制约了数据价值释放与智能化应用水平提升.为破解水文数据资产管理难题,以云南省水文数据资产为研究对象,阐明了水文数据资产的概念与特点,深刻分析了数据资产管理现状与存在问题.基于AI技术,探索水文数据资产从采集、管理、传输、计算、治理、模型训练、共享等方面的保护与应用模式,借助同态加密、隐私计算等技术方案,构建"智能采集、资产管理、安全计算、数据治理、智能应用"的水文数据资产保护与应用技术体系.研究结果表明,该技术能够在保障数据安全的前提下提升多源数据协同效率,为水文数据资产的规范化管理、安全化保护与高效化利用提供了技术路径和实践方案,对数字经济背景下释放水文数据要素价值、提升水文数据资产应用效能具有重要意义.
As the digital economy drives high-quality economic and social development,public data is gradually transforming from"resources"to"assets",highlighting the strategic value of hydrological data in flood and drought disaster prevention,water resource utilization,and ecological protection.However,the current hydrological data management still focuses on supporting the business and service industry,and there are problems such as unclear boundaries between data ownership and asset confirmation,contradictions between data sharing and security,and less exploration of data property rights and security technology implementation path,which restrict the release of data value and the improvement of intelligent application level.In order to solve the problem of hydrological data asset management,the paper takes Yunnan hydrological data asset as the research object,expounds the concept and characteristics of hydrological data asset,and deeply analyzes the current situation and existing problems of data asset management.Based on artificial intelligence(AI)technology,the paper explores the protection and application mode of hydrological data assets from the aspects of collection,management,transmission,calculation,governance,model training,sharing and so on.With the help of homomorphic encryption,privacy computing and other technical solutions,a hydrological data asset protection and application technology system of"intelligent collection,asset management,secure computing,data governance,intelligent application"is constructed.The research results show that the technology can improve the efficiency of multi-source data collaboration under the premise of ensuring data security,and provide a technical path and practical scheme for the standardized management,safe protection and efficient utilization of hydrological data assets.It is of great significance to release the value of hydrological data elements and improve the application efficiency of hydrological data assets in the context of digital economy.
