林草科技创新驱动福建融合发展的机理与路径研究OA
Mechanism and path of integrated development in Fujian Province driven by forestry and grassland sci-tech innovation
在壮大林草产业与践行"两山"理念的背景下,探究林草科技创新驱动区域经济社会融合发展的内在机制,对培育林草新质生产力、支撑美丽中国建设具有现实意义.综合运用文献分析、案例比较和实地调研方法,基于"三链"协同理论框架,系统剖析福建省菌草技术、兰科种业、"以竹代塑"及林下经济等创新实践.研究发现,福建省通过技术创新、制度改革、产业融合与开放协作四维路径,有效驱动了生态产品价值实现与经济社会融合发展,具体表现为菌草技术全球推广、林权改革与碳汇交易激活生态资产、"三茶融合"提升产业附加值、闽台协作输出竹基新材料技术.研究表明,林草科技创新是协同推进生态保护与经济增长的关键引擎,其形成的"技术—制度—产业—协同"立体化模式,为同类地区在"十五五"时期培育林草新质生产力、实现区域绿色低碳转型与融合发展提供了可资借鉴的范本.
Under the background of expanding the forestry and grassland industry and practicing the"Two Mountains"concept,exploring the internal mechanism by which forestry and grassland sci-tech innovation drives the integrated development of regional economy and society holds practical significance for cultivating new quality productive forces in forestry and grassland and supporting the construction of a Beautiful China.Using a combination of literature analysis,case comparison,and field research,and based on the theoretical framework of"three-chain"coordination,this study systematically analyzes innovative practices in Fujian Province,including Juncao technology,orchid seed industry,"substituting bamboo for plastic",and under-forest economy.The study finds out that Fujian Province has effectively driven the realization of ecological product values and the integrated economic and social development through four-dimensional paths:technological innovation,institutional reform,industrial integration,and active cooperation.This is reflected in the global promotion of Juncao technology,the activation of ecological assets through forest tenure reform and carbon sink trading,the enhancement of industrial added value via the"three-tea integration"(tea culture,tea industry,and tea technology),and the export of bamboo-based new material technologies through cross-strait cooperation between Fujian and Taiwan.The research shows that scientific and technological innovation in forestry and grassland is a key engine for the coordinated advancement of ecological protection and economic growth.The formed three-dimensional model of"technology-institution-industry-coordination"provides a replicable example for similar regions to cultivate new quality productive forces in forestry and grassland,and achieve regional green and low-carbon transformation and integrated development during the 15th Five-Year Plan period.Taking Fujian Province as a case study,this research employs a comprehensive methodology.
