Research on the Impact of"Reverse Innovation Enclave"on Urban Innovation Efficiency

当前"反向创新飞地"建设已成为推动区域协调发展的重要抓手.本文系统搜集了全国范围内的"反向创新飞地"信息,构建相关数据库,并结合 2010~2023 年中国 283 个地级市的面板数据,运用多时点双重差分法实证分析了"反向创新飞地"建设对城市创新效率的影响.研究发现:"反向创新飞地"显著提升了中部地区飞出地城市(尤其是大城市)的创新效率,对于飞出地为东部和西部城市的影响不显著;"反向创新飞地"对飞入地城市创新效率具有显著促进效应,在东部和中部发达地区尤为突出,但该效应存在明显规模门槛,主要集中在特大型飞入地城市.本文为拟开展"反向创新飞地"建设的地区提供经验参考,对于打破区域发展壁垒、实现区域协调发展具有重要意义.

At present,the construction of"Reverse Innovation Enclaves"has become an important starting point to pro-mote regional coordinated development.This paper systematically collects the information of"Reverse Innovation Enclaves"across the country,constructs relevant databases,and combines the panel data of 283 prefecture-level cities in China from 2010 to 2023 to empirically analyze the impact of"Reverse Innovation Enclaves"construction on urban innovation efficiency by using multi-time point difference-in-difference method.The study finds that the"Reverse Innovation Enclaves"significantly improves the innova-tion efficiency of the cities(especially large cities)in the central region,and has no significant impact on the eastern and western cities.The"Reverse Innovation Enclave"has a significant promoting effect on the innovation efficiency of the inflow cities in the enclave,which is particularly prominent in the developed eastern and central regions,but the effect has obvious scale threshold,mainly concentrated in the mega cities in the enclave.This paper can provide an empirical reference for the regions to carry out the construction of"Reverse Innovation Enclaves",which is of great significance to break the barriers of regional development and rea-lize the coordinated development of the region.
