Risk evolution,impacts,and implications of the oil and gas industry chain amid the Ukraine Crisis
乌克兰危机彻底颠覆了能源基础设施"非军事化"的传统假设,重塑了全球油气产业链安全格局.梳理了2022-2025年乌克兰危机中油气产业链在物理阻断、产能摧毁和海运封锁下的风险演变过程.俄欧管道天然气断供导致全球天然气贸易流向逆转,欧洲支付巨额财政溢价与工业衰退代价重构供应体系;电力瘫痪、炼厂遭袭与技术制裁形成跨系统风险叠加,致使俄罗斯成品油出口能力衰退、贸易结构强制降级;海运封锁推高合规运力成本,"影子船队"效能下降,且针对跨境油气枢纽的打击标志着能源设施"中立豁免权"终结.中国应统筹发展与安全,通过强化陆上通道底线保障、建立关键装备与产能储备、降低关键节点电油耦合度,构建更具稳健性的现代化油气安全体系.
The Ukraine crisis has completely overturned the traditional assumption of energy infrastructure"demilitarization",fundamentally reshaping the security architecture of the global oil and gas industrial chain.This paper sorts out the evolution of risks within the supply chain during the 2022-2025 Ukraine crisis,focusing on physical disruptions,capacity destruction,and maritime blockades.It indicates that the severance of pipeline gas supplies triggered a reversal in global natural gas trade flows,compelling Europe to restructure its supply system at the expense of hefty financial costs and industrial contraction.Concurrently,a convergence of cross-system risks—stemming from power outages,refinery attacks,and technological sanctions has degraded Russia's export capacity for refined products and forced a structural downgrade of its trade.Additionally,maritime blockades have escalated costs for compliant shipping and diminished the efficacy of the"shadow fleet",while targeted strikes on cross-border energy hubs signal the termination of"neutral immunity"for energy assets.The paper proposes that China must balance development with security and construct a more resilient and modernized energy security framework by fortifying the baseline security of overland corridors,building reserves of critical equipment and production capacity,and decoupling electricity-oil dependencies at key nodes.
