苯罐检修前工艺处理作业风险分析与安全防控措施OA
Risk Analysis and Safety Control Measures for Process Preparation Operations Before Benzene Tank Maintenance
为消除苯储罐停用后、交付检修前可能存在的火灾爆炸及中毒风险,以某企业计划停用清罐检修的纯苯内浮顶储罐为对象,基于同类事故教训,结合纯苯理化特性,分析了检修前工艺处理作业,识别出介质挥发、静电积聚、浮筒隐性缺陷在拆除时可能导致苯液外泄、蒸煮不彻底及通风效率不足等主要风险.针对上述风险,提出了控制注水流速、优化蒸汽蒸煮、氮气置换、双风机强制通风以及浮筒拆除注水保护等防控措施.在该企业应用后,罐内可燃气及苯气体浓度均满足作业安全要求.所提措施可为同类苯罐检修前工艺处理提供技术参考.
To eliminate potential fire,explosion,and poisoning risks associated with the shutdown and pre-maintenance turnover of benzene storage tanks,this study investigated a pure benzene internal floating roof tank scheduled for cleaning and maintenance at a specific enterprise.Based on lessons learned from similar accidents and the physicochemical properties of pure benzene,pre-maintenance process operations were systematically an-alyzed.Consequently,primary risks were identified,including medium volatilization,static electricity accumu-lation,potential benzene leakage during pontoon dismantling due to hidden defects,incomplete steam purging,and insufficient ventilation efficiency.To mitigate these hazards,a series of prevention and control measures were proposed,encompassing the regulation of water injection flow rates,optimization of steam purging and ni-trogen replacement,implementation of dual-fan forced ventilation,and water injection protection during pontoon removal.Practical application of these protocols at the enterprise demonstrated that the concentrations of com-bustible gases and benzene vapor within the tank successfully met operational safety requirements.Therefore,the proposed strategies provide a valuable technical reference for the pre-maintenance process treatment of simi-lar benzene storage tanks.
