Bounding the efficiency loss of multi-class stochastic user equilibrium under road pricing in degradable traffic network

在路网通行能力退化的随机交通网络中,实施拥挤收费策略下,出行者具有时间价值的异质性.该文研究了异质性随机交通网络中收费策略的效率损失问题.假设路网中所有出行者均按照随机均衡方式进行择路,基于时间准则与费用准则,构建了随机退化路网中多准则多用户随机均衡等价的变分不等式模型,以及系统总成本包含收费时的多用户系统最优模型.界定了两准则下的效率损失,推导出效率损失上界.针对美国联邦公路局(Bureau of Public Roads,简称BPR)出行时间函数的情形,引入自由流行驶时间影响参数,给出了两准则下更紧的效率损失上界解析式.研究结论表明,两准则下效率损失上界与路段退化程度、路段阻抗函数特性、用户时间价值、路网的复杂程度及用户对路网的熟悉程度等因素有关.最后,通过算例验证了结论的有效性.

In a stochastic traffic network with link capacity degradation,under the congestion pricing strategy,travelers are heterogeneous in the value of time,and the efficiency loss of congestion pricing strategy in heterogeneous stochastic traffic network is investigated.All users are assumed to follow the stochastic user equilibrium,based on the time criterion and cost criterion,a multi-criteria multi-class stochastic user equilibrium model and its equivalent variational inequalities are constructed,and the multi-class system optimum model is also presented while the road pricing toll is included in the system total cost.The efficiency losses of the multi-class stochastic user equilibrium against the multi-class system optimum under two criteria are defined and the upper bounds are derived.Furthermore,for the Bureau of Public Roads(BPR)travel time function,the free flow travel time parameter is introduced,and then the tighter analytical expressions of the upper bounds of efficiency loss under the two criteria are given.The results show that the upper bounds of the efficiency loss are related to the link degradation,the link cost functions,the users' value of time,the network complexity and the users' familiarity with the network.Finally,an example is given to verify the effectiveness of the conclusion.
