高职院校评估制度的演进逻辑、实践困境与优化路径OA
Evolutionary Logic,Practical Difficulties and Paths Optimization of the Evaluation System for Higher Vocational Colleges
高职教育质量密切关系技术技能人才供给与新质生产力发展,评估制度是保障其高质量发展的关键机制.基于制度变迁理论,分析我国高职院校评估制度自20世纪90年代以来的演进历程,发现其从早期政府主导的强制性变迁,逐步转向"政府引导—市场响应"协同变迁的内在逻辑,且"双高计划"在新阶段评估创新中发挥了重要催化作用.针对当前评估实践中存在的行政主导过强、市场参与虚化、主体结构单一等结构性困境,应从制度环境协同化、市场机制实质化与多元主体共建化三个维度协同推进改革,通过构建协同治理生态、激活市场驱动引擎、构建多元协同评估体系,推动评估制度从"行政合规性检查"向"多元发展性赋能"转型,为构建中国特色、适应产业需求的高职教育质量保障体系提供理论参考与实践指引.
The quality of higher vocational education is closely linked to the supply of technical and skilled talents and the development of new-quality productivity,with its evaluation system serving as a crucial mechanism for ensuring high-quality development.Drawing on institutional change theory,this study examines the evolution of China's higher vocational college evaluation system since the 1990s.It reveals an internal shift from an early government-led mandatory change model toward a synergistic"government-guided,market-responsive"approach,where the"Double High-Quality Vocational College Initiative"has played a significant catalytic role in recent evaluative innovations.In response to structural challenges in current practices-such as excessive administrative dominance,superficial market engagement,and a narrow participant base,it should boost the reform of evaluation centered on three dimensions of institutional environment coordination,substantive market mechanism activation,and multi-stakeholder participation enhancement.The aim is to promote the transformation of the evaluation system from"administrative compliance inspection"to"pluralistic developmental empowerment",thereby offering theoretical insights and practical guidance for constructing a quality assurance system for higher vocational education that embodies Chinese characteristics and aligns with industrial needs.
