区域一体化背景下公共服务协同供给:国际经验与中国实践OACHSSCD

In the context of regional integration,the collaborative supply of public services is a key lever for addressing regional develop-ment imbalances.By reviewing international experiences,this paper finds that pioneering countries have formed multi-stakeholder co-gov-ernance networks and established multi-dimensional institutional systems covering legislative protection,fiscal division,and organizational coordination.Their practices follow a cost-benefit orientation,formal adaptability logic under contractual frameworks,service review-driv-en governance logic,and standardized withdrawal mechanisms for intergovernmental cooperation.Based on indigenous practice,China has formed three typical collaborative models:inter-provincial multi-core collaboration,intra-provincial single-core radiation,and inter-provincial single-core driving linkage.However,it faces practical bottlenecks such as the siphon effect suppressing synergistic effects and the double constraints of administrative and market barriers.This paper aims to draw on international experiences and combine indigenous empirical evidence to overcome dilemmas of path convergence and institutional rigidity,exploring the construction of a new paradigm for col-laborative public service supply characterized by diversified participants,flexible participation and flexible institutional mechanisms.
