The talent commendation and reward system is an important part of China's national governance system and the strategy of strengthening the country through talent,bearing multiple functions such as value guidance,model demonstration and endogenous incentive.Based on policy text analysis and historical practice review,this study divides the evolution of China's talent commendation and reward system into four stages:the initial establishment stage of political mobilization(1949-1977),the recovery and exploration stage of development-driven(1978-1999),the systematic stage of strategic integration(2000-2011),and the development stage of innovation empowerment in the new era(2012 to the present).The systems at each stage show evolutionary characteristics in functional positioning,incentive methods,coverage scope and operation mechanism from political mobilization to innovation-driven,from segmentation to system integration,and from administrative leadership to pluralistic co-governance.The research shows that the Party's management of talents is the core experience throughout the institutional evolution.Through the triple mechanisms of strategic anchoring,value integration and institutional innovation,the dynamic adaptation of the system to national strategic needs,the effective integration of social values and the continuous improvement of governance effectiveness have been realized.In the future,the talent commendation and reward system should be continuously optimized in the direction of legalization,systematization and internationalization to provide institutional support for accelerating the construction of a world-class important talent center and innovation highland.
