领导干部数字领导力的测量与提升路径研究OA

With the full advent of the digital era,leading officials' digital literacy and digital leadership have become key variables affecting the effectiveness of digital government construction.Based on a systematic review of the connotation and structural elements of digital leadership,this paper constructs a structural model of leading officials' digital leadership including six dimensions:digital strategic thinking ability,digital organizational change ability,digital communication and coordination ability,digital technology application ability,digital decision-making and control ability,and digital culture construction ability,and conducts an empirical measurement through 722 valid questionnaires.The study finds that:the current overall level of leading officials' digital leadership is above medium,among which digital culture construction ability scores the highest and digital strategic thinking ability is relatively weak;the characteristics of unbalanced regional development are significant,showing a pattern of"high in the east and low in the west",which is highly correlated with the development level of digital government;the official team generally faces prominent problems such as the lack of compound digital talents,insufficient professional skill training,and inadequate ability to use digital technology to solve practical problems.Based on this,digital leadership can be improved from both macro and micro levels:at the macro level,it is necessary to establish internet thinking and dialectically view the relationship between digital technology and economic and social development;at the micro level,coordinated efforts should be made from four aspects:thinking cognition,digital ability,leadership mode,and organizational support,including strengthening the cultivation of digital thinking,deepening digital skill training,optimizing the transformation of leadership mode,and improving the mechanism of selection,training,management and appointment of digital talents,so as to comprehensively enhance leading officials' digital leadership and promote digital government construction.
