时空异质性视角下农业用水效率及其驱动因素分析OACHSSCD

AGRICULTURAL WATER USE EFFICIENCY AND ITS DRIVING FACTORS:A SPATIOTEMPORAL HETEROGENEITY PERSPECTIVE

[目的]提高农业用水效率是缓解农业用水矛盾的关键,也是保障国家粮食安全、加快培育农业新质生产力的必由之路.[方法]文章基于2013-2022年山东省16地市面板数据,利用非期望SBM模型探究16地市及三大经济圈农业用水效率的时空演变特征,进一步结合Tobit模型和GTWR模型考察影响农业用水效率的关键驱动因素及其时空异质性.[结果](1)整体层面,山东省农业用水效率呈快速上升趋势.地市层面,各地市农业用水效率发展差异明显,其中德州市农业用水效率值最大,东营市农业用水效率值发展速度最快,而威海市农业用水效率值最小且发展速度最慢,同时各地市农业用水效率呈现最大值和最小值分散,中间值较集中的空间分布态势.三大经济圈层面,农业用水效率呈现"省会经济圈>鲁南经济圈>胶东经济圈"的分布格局,其中省会经济圈整体水平较均衡,胶东经济圈整体水平较低,鲁南经济圈则两极分化现象严重.(2)人均水资源量、供水结构和农户收入水平对山东省农业用水效率具有正向促进作用,而有效灌溉率、农业机械投入强度、农村社会结构和财政支农力度对其呈现抑制作用.(3)山东省三大经济圈间人均水资源量、有效灌溉率、农户收入水平、农村社会结构和财政支农力度对农业用水效率的驱动效果差异呈缩小趋势,供水结构的差异呈扩大趋势,农业机械投入强度的差异变化不大,但其对各经济圈农业用水效率的抑制作用呈现增强趋势.同时,山东省各经济圈农业用水效率受农户收入水平的促进作用最大,省会和胶东经济圈农业用水效率受有效灌溉率的抑制作用最大,鲁东经济圈农业用水效率受农业机械投入强度的抑制作用最大.[结论]应积极推动农业用水经济效益与生态效益相协调,实现农业用水高质量发展的"多元驱动".

Improving the efficiency of agricultural water use is the key to alleviate the contradiction of agricultural water use,and it is also the important way to ensure national food security and accelerate the cultivation of new agricultural productivity.Based on the panel data of 16 prefecture-level cities in Shandong province from 2013 to 2022,the non-expected SBM model was used to explore the spatiotemporal evolution characteristics of agricultural water use efficiency in 16 prefectures and three major economic circles,and the key driving factors affecting agricultural water use efficiency and their spatiotemporal heterogeneity were further investigated by combining the Tobit model and GTWR model.The results were indicated as follows.(1)At the overall level,the agricultural water efficiency of Shandong Province showed a rapid upward trend.At the prefectural and municipal level,the development of agricultural water efficiency in various cities is obviously different,among which Dezhou City has the largest agricultural water use efficiency value,Dongying City has the fastest development rate,while Weihai City has the smallest agricultural water use efficiency value and the slowest development rate.At the level of the three major economic circles,agricultural water efficiency shows a distribution pattern of"provincial capital economic circle>Lunan economic circle>Jiaodong economic circle",among which the overall level of the provincial capital economic circle is relatively balanced,the overall level of the Jiaodong economic circle is low,and the Lunan economic circle is seriously polarized.(2)The per capita water resources,water supply structure and farmers'income level have a positive effect on agricultural water use efficiency in Shandong Province,while the effective irrigation rate,agricultural machinery input intensity,rural social structure and financial support have a inhibitory effect on it.(3)The differences in the driving effects of per capita water resources,effective irrigation rate,farmers'income level,rural social structure and financial support on agricultural water efficiency among the three major economic circles in Shandong Province showed a narrowing trend,the difference in water supply structure showed an expanding trend,and the difference in agricultural machinery input intensity did not change much,but its inhibitory effect on agricultural water efficiency in each economic circle showed an increasing trend.At the same time,the agricultural water efficiency of all economic circles in Shandong Province is most promoted by the income level of farmers,the agricultural water efficiency of the provincial capital and Jiaodong Economic Circle is most inhibited by the effective irrigation rate,and the agricultural water efficiency of the Ludong Economic Circle is most inhibited by the input intensity of agricultural machinery.Therefore,it is necessary to actively promote the coordination of the economic and ecological benefits of agricultural water use,realize the"multiple drives"of high-quality development of agricultural water.
