农牧交错带乡村人口空心化的多维解构与治理路径OA

Rural population hollowing in agro-pastoral ecotones constitutes a core challenge to the sustainable development of ecologically fragile regions.Taking Bayinxili gacha in Wulantaolegai town,Wushen banner,Ordos city,Inner Mongolia as a case study,this paper analyzes the driving mechanism of population hollowing from the three dimensions of economy,resources and society based on field survey data from 2013 to 2022,and puts forward targeted governance approaches.The results show that:(1)The level of population hollowing is significantly positively correlated with labor outflow(β=2.15,p<0.01),and the lack of local employment opportunities is the primary driving factor.(2)The contraction of crop farming,rising production costs and grassland resource degradation form a combined push-pull effect.(3)Agricultural cooperative organizations fail to effectively absorb surplus labor,and inadequate social services further accelerate population outflow.Accordingly,this study constructs a three-in-one governance framework featuring industrial integration and upgrading,targeted policy support,and coordinated ecological restoration.Specifically,it develops an industrial integration"three-chain"model,a targeted policy"dual-track"mechanism,and an ecological restoration"three-zone"strategy,so as to provide a governance paradigm for rural revitalization in agro-pastoral ecotones.Future research will further verify the general applicability of the proposed strategies through longitudinal tracking and cross-regional comparative analysis.
