基于SFIC模型云南省紧密型县域医共体下艾滋病协同防治机制研究OA

Objective To explore the coordinated HIV/AIDS prevention and control mechanisms within a county medical community in District A of M City,Yunnan Province,to analyze problems and to propose improve-ments.Methods Using the SFIC model,case study and in-depth interviews were conducted to analyze the col-laborative governance of the county medical community in HIV/AIDS prevention and control in District A,M City,Yunnan Province,since May 2020.The interviewees include staff from various entities such as the Health Com-mission,the Center for Disease Control and Prevention,and designated medical institutions.Data analysis and field research were made to evaluate the effectiveness of collaborative prevention and control.Results There were challenges such as insufficient health awareness among patients,a heavy burden on designated medical institu-tions,and misalignment of the referral and performance appraisal mechanisms.Notable deficiencies existed partic-ularly in information flow,interagency cooperation,and performance incentive mechanism,which undermine the overall effectiveness of HIV/AIDS prevention and control.Conclusions It is critical to strengthen the leading and safeguarding role of government departments,and to optimize the referral for HIV/AIDS patients as well as per-formance appraisal mechanism so as to enhance the efficiency of collaborative prevention and control.The ultimate goal is to establish a regional"Five-in-One"collaborative prevention and control mechanism covering the full life-cycle,ensuring the sustainability and long-term effectiveness of HIV/AIDS prevention and control.
