国土空间规划与全域土地综合整治的协同关系思辨与实践OACHSSCD

Territorial spatial planning and comprehensive regional land consolidation are important supports for promoting the modernization of spatial governance,and clarifying the collaborative logic of the two and connecting the implementation pathways is of crucial significance for improving the overall efficiency of territorial spatial governance.This paper adopts a combined approach combining theoretical reflection and case studies,and analyzes the practice in Hunan Province.The research shows that:(1)at the theoretical level,planning and improvement have an inherent collaborative relationship,and a"coordination-control-guidance-feedback"closed-loop theoretical model can be established;(2)at the practical level,Hunan Province has systematically promoted the coordinated implementation of planning and improvement through mechanisms such as county-level overall coordination and governance,rigid bottom-line control,strategic guidance,and dynamic feedback and subsequent optimization;(3)typical experiences of"rigid-flexible combination,dynamic collaboration,and interactive feedback"have been summarized,which provids regional practical samples for promoting the coordination of planning and improvement across the country.The essence of the synergy between territorial spacial planning and comprehensive regional land consolidation is the systematic reconstruction of the territorial spatial governance system,and in the future,attention should be further focused on institutional integration and dynamic assessment feedback for continuous deepening and improvement.
