[目的]"15 分钟社区生活圈"背景下,行政尺度分配公平难以反映步行成本约束下的公园服务机会.为解决这一问题,以"分配公平-机会公平"视角评估上海城市公园可达性及其影响因素,为公园配置优化提供决策支持.[方法]基于截至 2023 年上海512 座城市公园(总面积5 817.24 hm2)与路网数据,构建多入口-变半径增强型两步移动搜索法(MVE-2SFCA),在 1 200 m 步行阈值与距离衰减下测算约12 280 个居民区可达性;用洛伦兹曲线与基尼系数评估公园资源分配格局;采用随机森林与 SHAP 识别贡献及非线性阈值.[结果]城市公园总体呈现均衡的资源分配格局,基尼系数为 0.22,但社区尺度上的公园可达性差异显著,可达性指数均值为 1.81,约有 25%的社区可达性为 0.社区到市中心距离、GDP 与建成年份贡献更高.当社区到市中心距离超过约 10 km 时,其贡献由正转负;GDP 在中值段偏负、高值段转正增强;社区建筑房龄的贡献随房龄的增加逐步提升后趋稳.[结论]市域"总量均衡"并不必然转化为社区"机会公平",步行可达约束下上海仍存在"无园可享"的盲区,提升公园公平性需强化公园与居民点的空间匹配.后续可整合 POI、街景影像/遥感语义分割等多源数据,构建质量加权的吸引力指标,提升有效供给的计算精度;还可引入人群需求异质性,关注"15 分钟步行圈"在不同年龄与社会经济群体中的适用差异,形成更具公平导向的评估框架.

[Objective]In the 15-minute community life circle,park service accessibility under walking-cost constraints cannot be fully reflected in administration-scale distributional equity.To address this challenge,urban park accessibility in Shanghai and its influencing factors are assessed from the perspective of distributional equity and opportunity equity,with the aim of providing decision-making support for park configuration optimization.[Method]With the data on 512 urban parks of the total area of 5 817.24 ha and the road network in Shanghai as of 2023,an enhanced multi-entrance and variable-radius two-step floating catchment area method(MVE-2SFCA)is developed to estimate the accessibility of about 12 280 residential compounds to urban parks under a 1 200 m walking threshold and distance decay.The allocation pattern is evaluated using the Lorenz curve and Gini coefficient.A random forest model and SHAP are applied to identify the contributions of explanatory variables and nonlinear threshold.[Result]The urban park resources present a relatively even distribution pattern,with the Gini coefficient at 0.22.However,pronounced heterogeneity in community park accessibility is observed,and the mean accessibility index is 1.81,while about 25%of communities have zero accessibility.Distance to the city center,GDP,and age of buildings make relatively higher contributions.There is a change from positive to negative when distance to the city center exceeds about 10 km.GDP in the middle range has a negative contribution,but has a positive and stronger contribution in the high-value range.The age of buildings in communities has an increasing contribution to a stable stage with the increase of age.[Conclusion]Citywide balance in total supply does not necessarily translate into community opportunity equity,and there are park-service blind spots in many communities.Hence,to achieve equity improvement,the spatial matching between parks and residential compounds should be boosted.In future research,multi-source data,such as POIs,street-view imagery,and remote-sensing semantic segmentation,should be integrated to construct quality-weighted attractiveness indicators and improve the precision estimation of effective supply,and in addition,heterogeneous needs of people could be introduced to examine the applicability of the 15-minute walking catchment across different ages and socioeconomic groups,thereby developing a more equity-oriented assessment framework.
