档案数字化标准实施的"最后一公里"困境分析与破解建议OACHSSCD

Archival digitization standards generally face the"last mile"challenge in the process of grassroots implementation,which restricts the overall quality of digitization work.Based on the aspects of standards understanding,technical adaptation,resource guarantee and system coordination,this paper analyzes the performance and causes of the current difficulties in the implementation of archival digitization standards,and points out the shortcomings.At the cognitive level,there are mechanical application and interpretation deviations;at the technical level,there are insufficient hardware and software adaptation as well as system coordination obstruction;at the resource level,there is a shortage of talent and poor financial security;at the institutional level,there is a lack of effective cross-departmental coordination and long-term incentive mechanism.In view of the above problems,this paper puts forward some systematic countermeasures,such as constructing a hierarchical and classified operation guidance system,developing intelligent auxiliary tools and integrated platform,improving resource guarantee and talent training mechanism,and establishing a clear responsibility coordination system and incentive policy.It aims to promote the transformation of standard content into practical results,and support the high-quality development of archival digitization.
