基于标准化视域下基层治理规范化的实践路径研究OACHSSCD

Objective:The excessive density of grassroots governance has triggered systemic issues including power-responsibility imbalances,procedural irregularities,and disorganized supervision systems,which have become critical bottlenecks hindering the improvement of governance efficiency.This paper proposes solutions to address the lack of systematic and standardized design in the governance system.Methods:Based on the field research on grassroots governance practices and the analysis of domestic and international research findings on grassroots governance and its standardization,this paper explores the intrinsic logical alignment between standardization and governance normalization.With A Town in Anren County,Hunan Province as a case study,it conducts the empirical analysis of practical challenges and root causes in grassroots governance standardization.Results:This paper proposes targeted implementation pathways through six dimensions:standards system development,governance process standardization,optimization of supervision and assessment,accountability mechanism refinement,digital empowerment implementation,and support system construction.Conclusion:Research findings demonstrate that establishing a scientifically comprehensive and operationally viable governance standards system can clarify authority distribution at the source,curb formalism tendencies,reduce unnecessary burdens at the grassroots level,and drive governance transformation from"over-density"to"precision,standardization,and efficiency".These findings provide practical support and actionable references for modernizing grassroots governance systems and capabilities.
