政策工具视角下湖南省与国家药食同源产业政策比较研究OA

The industry of food and medicine homology constitutes a vital part of the comprehensive health industry.The high-quality development of this industry relies on precise and effective policy support.With the full implementation of the Healthy China strategy,the industry of food and medicine homology has entered a period of rapid development.Both national and local governments have successively introduced a range of policies to drive the industry toward large-scale and standardized development.Based on the policy instrument theory,this paper constructs a two-dimensional analytical framework of"policy instrument type—industrial development stage."Selecting core policy documents at the national level and in Hunan Province as the research subjects,it employs content analysis to examine the synergy logic between national and local policies and compares the differences in the application of policy instruments between the two levels.The study identifies problems such as structural imbalance in instrument selection and insufficient synergy in current policies.On this basis,it proposes improvement pathways to optimize the combination of policy instruments,strengthen inter-level synergy,and precisely align with the needs of the industry of food and medicine homology,thereby providing policy references for the high-quality development of this industry.
