铁路沿线无人机防范问题及应对策略OA
Issues and Countermeasures of UAV Defense Along Railway Lines
针对低空经济快速发展背景下铁路沿线无人机侵线事件频发、威胁铁路运行安全的问题,系统分析当前铁路沿线无人机防范面临的制度缺失、风险研究不足和技术支撑薄弱等现实困境.从技术和管理两个方面展开探讨,技术方面重点围绕"探测—识别—处置"全流程,对无人机反制技术体系进行梳理,包括合作与非合作目标监测、多源信息融合识别、电子围栏、无线电压制与物理拦截等手段,并提出引入增强型第五代移动通信技术(5G-Advanced,5G-A)通感一体、径向基函数(Radial Basis Function,RBF)神经网络风险评估等前沿技术以增强防控能力.管理方面强调应完善法律法规,明确禁飞区范围与监管部门职责,并构建以"人防、物防、技防"为核心的协同立体防御体系,实现从制度规范到技术实施的多层次防护.为铁路低空安全防护提供系统性思路,助力保障铁路安全,促进无人机合规应用与低空经济健康发展.
This research addresses the frequent occurrence of Unmanned Aerial Vehicle(UAV)incursions along railway lines and their threats to railway operational safety in the context of the rapid development of the low-altitude economy.This paper systematically analyzes the current practical predicaments faced in UAV defense along railway lines,including the lack of regulations,insufficient risk research,and weak technical support.It explores this issue from both technical and management perspectives.From the technical perspective,this paper focuses on the whole"detection-identification-disposal"process,and sorts out the technology system for UAV countermeasures,including cooperative and non-cooperative target monitoring,multi-source information fusion based identification,electronic fences,radio frequency jamming,and physical interception.It also proposes the introduction of cutting-edge technologies such as 5G-A integrated sensing and communication and RBF neural network based risk assessment to enhance the prevention and control capabilities.From the management perspective,this paper emphasizes the need to improve laws and regulations by clarifying the boundaries of no-fly zones and the responsibilities of regulatory authorities,and the need to build a collaborative three-dimensional defense system centered on"human defense,physical defense,and technical defense",so as to achieve multi-level protection from institutional norms to technical implementation.This research aims to provide systematic ideas for railway low-altitude safety protection,helping to ensure railway safety while promoting the regulation-compliant application of UAVs and the sound development of the low-altitude economy.
