撤县设区、交通碳减排与城市绿色治理OA
County-to-District Conversion,Transportation Carbon Emission Reduction,and Urban Green Governance
在全球气候变化挑战加剧与我国"双碳"战略目标引领的背景下,交通运输的绿色低碳转型对于城市绿色治理以及国家减排目标的实现具有重要作用.基于2011-2023年我国县级层面的面板数据,构建双重差分模型探讨了撤县设区政策对交通碳减排的影响及其作用机制,并从地理区位、国家级城市群和环境规制等方面进行了异质性分析.研究发现:①撤县设区实现了治理权力在空间上的统一,能够显著促进交通碳减排,并在东部地区、非国家级城市群和环保重点城市作用更为突出;②机制分析发现,撤县设区能够通过提高交通通达度、促进绿色技术创新以及推动产业结构升级的路径降低交通碳排放;③撤县设区对交通碳排放还表现出显著的正向空间溢出效应,呈现出"本地减排、邻里增排"的特征.
Against the backdrop of intensifying global climate change challenges and the guidance of China's"carbon peaking and carbon neutrality"strategic goals,the green and low-carbon transformation of transportation plays a crucial role in urban green governance and the achievement of national emission reduction targets.Based on the county-level panel data in China from 2011 to 2023,a difference-in-differences model was constructed to explore the impact of the county-to-district conversion policy on transportation carbon emission reduction and its mechanism,and a heterogeneity analysis was conducted from the aspects of geographical location,national-level urban agglomerations,and environmental regulations.The results show that:① The county-to-district conversion achieves the spatial unification of governance power and significantly promotes transportation carbon emission reduction,with a more prominent role in the eastern region,non-national-level urban agglomerations,and key environmental protection cities.② Mechanism analysis finds that the county-to-district conversion can reduce transportation carbon emissions by improving traffic accessibility,promoting green technological innovation,and driving industrial structure upgrading.③ The county-to-district conversion also exhibits a significant positive spatial spillover effect on transportation carbon emissions,showing the characteristic of"local emission reduction and neighboring emission increase".
