基于国际视角的中国低空飞行保障体系建设研究OA

低空飞行保障体系是推动低空经济从战略布局迈向场景化发展的关键支撑,当前我国现有体系面临平台相互不连通、无人机和有人机运行不兼容以及适航审定迟滞等多维挑战.欧盟与美国在低空飞行保障体系上分别采取一体化管理与分布式协同两类路径,国际民航组织则从互操作与标准化角度提出要求.基于此,通过文献研究、案例剖析与比较分析,系统梳理了欧盟和美国低空飞行保障体系建设的实施路径与核心任务,并结合我国国情,提出了我国低空飞行保障体系建设思路:明确顶层统一建设模式,构建一体化的低空数据信息平台,以打破信息壁垒;明确地方政府在体系中的职责作用,并建立服务主体认证机制,为大规模推进应用奠定基础;做好分阶段的专项资金规划与社会资本融合,保障系统持续推进,以及创新低空航空器适航模式,以破解适航瓶颈等,为大规模场景应用提供保障.

The low-altitude flight support system is a critical enabler for promoting the low-altitude economy from strategic planning to scenario-based development.China's existing system faces multidimensional challenges,including disconnected platforms,incompatibility between unmanned and manned aerial vehicle operations,and delays in airworthiness certification.The European Union and the United States have adopted two paths to low-altitude flight support systems,namely integrated management and distributed coordination,respectively,while the International Civil Aviation Organization has put forward requirements in terms of interoperability and standardization.Against this background,this paper employed literature research,case analysis,and comparative analysis to systematically examine the implementation paths and core tasks in the construction of a low-altitude flight support system in the European Union and the United States.Considering China's national conditions,this paper proposed a construction approach to China's low-altitude flight support system.A unified top-level construction model should be clarified,and an integrated low-altitude data and information platform should be established to break information barriers.Clear local government responsibilities within the system and a certification mechanism for service providers are also needed to lay a foundation for large-scale application promotion.Phased special funding plans integrated with the social capital are essential to ensure continuous system promotion.In addition,innovation in low-altitude aircraft airworthiness models is needed to address airworthiness bottlenecks,providing support for large-scale scenario-based applications.
