Research for water resources management policy formulation based on policy simulation technology
科学制定水资源管理政策需要综合考虑天然来水、经济社会发展和生态环境需水等不确定性因素.然而,传统的水资源管理政策制定方法难以刻画水资源系统中复杂的动态反馈关系,降低了政策决策的前瞻性与科学性.政策模拟技术作为一种能够刻画复杂系统行为并开展情景推演的定量化工具,为水资源管理政策制定提供了新的分析手段,但其在刻画水资源系统与经济社会系统耦合关系方面仍有待进一步深化.系统梳理了政策模拟技术的发展历程与主要研究方法,包括可计算一般均衡模型、系统动力学模型、多主体建模模型等;剖析了其在水资源管理政策制定中的应用与局限,提出了将水文专业模型与政策模拟模型相耦合的水资源管理政策模拟模型理论框架;阐述了在国家水网建设与"四水四定"背景下,政策模拟技术在水资源管理政策制定中的具体应用,为形成分区、分类的精准管控策略提供依据.
Scientific water resource management policies must account for multiple uncertainties,including natural inflows,socio-economic development,and ecological water demands.However,traditional approaches to water resource management policy formulation often fail to capture the complex dynamic feedback inherent in water systems,thereby reducing the foresight and scientific robustness of policy decisions.Policy simulation technology,as a quantitative tool capable of representing complex system behaviors and conducting scenario analysis,provides a new analytical approach for water resource management policy formulation.Nevertheless,further development is needed in cross-system modeling that couples water resources systems with economic-social systems.This study systematically reviews the development and major methodological approaches of policy simulation technology,including the computable general equilibrium model,system dynamics model,and agent-based model.It further analyzes its applications and limitations in the formulation of water resources management policies,and proposes a theoretical framework for water resources management policy simulation model by coupling professional hydrological models with policy simulation models.It further elaborates the specific application paths of policy simulation technology in the formulation of water resources management policies under the background of national water network construction and the principle of"Water Dominates Development",providing a basis for developing region-specific and category-based precision control strategies.
