再生水利用的理论研究与实践应用进展OACHSSCD
Advances in the theory and practice of reclaimed water
再生水作为一种重要的非常规水资源,对纾解区域水资源供需矛盾、推动水资源可持续利用与优化配置具有重要作用.在全球水资源短缺态势持续加剧、气候变化影响日益凸显和城市化进程快速推进的复杂背景下,如何系统化、规模化地推进再生水的多元化利用,已成为社会各界普遍关注的热点议题,也是当前水资源综合治理和可持续管理实践中的突出难点.系统分析了再生水利用的基本内涵与主要特点,深入分析了其利用现状和影响因素,梳理总结了国内外再生水利用的实践概况和经验,并结合我国实施再生水利用实践进程中存在的实际困境和现实瓶颈,指出当前我国在再生水推广利用过程中仍存在污水处理回用建设和布局有待优化、政府宣传引导薄弱、公众认知有限、利用技术成熟度不足及价格机制尚不健全等挑战.应从利用模式与布局规划、资源配置与风险防控、水价体系和市场化利用、激励措施与保障机制四方面系统推进再生水利用的创新性研究和本土化应用,实现再生水从"补充水源"向"战略水源"的转变,为我国水资源安全与可持续发展提供坚实支撑.
Reclaimed water,serving as a crucial non-conventional water resource,is of great importance in alleviating the structural imbalance between regional water supply and demand,as well as promoting sustainable utilization and optimized allocation of water resources.Against the complex backdrop of escalating global water scarcity,increasing impacts of climate change,and rapid urbanization,advancing the diversified utilization of reclaimed water in a systematic and large-scale manner has become a topic of widespread concern across society and a prominent challenge in the current practice of integrated water resources management and sustainable governance.This paper systematically analyzes the basic connotation and main characteristics of reclaimed water utilization,profoundly explores its utilization status and influencing factors,and summarizes the practical overview and experience of reclaimed water utilization in China and abroad.Based on the practical dilemmas and bottlenecks in the reclaimed water utilization in China,this paper points out that the promotion and utilization of reclaimed water in China still faces multiple challenges,including the need for optimization in the construction and spatial layout of wastewater treatment and reuse facilities,insufficient governmental publicity and guidance,limited public awareness,inadequate maturity of utilization technologies,and an imperfect water pricing mechanism.In response,it is recommended that innovative research and localized applications of reclaimed water be systematically advanced across four dimensions:utilization mode and layout planning,resource allocation and risk prevention and control,water pricing system and market-oriented utilization,as well as incentive policies and guarantee mechanisms,aiming to transition from a"supplementary water source"to a"strategic water source",thereby providing solid support for water resources security and sustainable development in China.
